If GF doesn't have the BUDGET from Creature's Inc to PAY them, then that doesn't solve the problem.
Mario Club Co has helped with debug since RBY (and Digital Hearts since XY), not to mention Iwata's famous contribution to GS's compression method so it didn't run at single digit frames per second and the porting of RBY's battle logic to Stadium. They even moved into the same building as Nintendo EPD and Hal 5 years ago. It's not like there's some kind of pride issue or general refusal for outside interference/help from Nintendo.
Nintendo is just assuming that Creatures is giving them a reasonable budget and assumes the problem is getting greenhorns up to speed or some other issue in the hiring process, or the shift to 3D (admittedly XY was a nightmare and it still shows even in the final product), or possibly just mismanagement of funds (admittedly SV DLC did go supremely overbudget. Probably closer to what its budget should have been, but still flagrantly over what was designated for it, enough that there was a [for corpospeak and japanese politeness] somewhat draconian announcement from GF execs about keeping future projects strictly in line). But those aren't the core issue. Gamefreak is making exactly what they've been given the budget to make.
Yes Nintendo owns a decent sized stake in Creatures and could check this, but I doubt they're looking over their shoulder on the funding of every single project, if they're making them money everything should be hunky dorry right? Every other part of the franchise is making money hand over fist, there's no quality issues with the toys or plushes or cards, the anime's writing is a little mid but it's not meant to be high art it's basically just one big commercial, clearly Creatures knows what it's doing and GF has a nice proportional AAA budget but can't seem to use it effectively. Except, no it doesn't.
I'll be interested to see if the Teraleak affects anything.
