So, diacritics don't exist in native English. If you're a native who doesn't interact with other languages(which was absolutely an option in the 90s before the widespread internet, and still is,) you probably just think it's a fancy letter and move on, not aware that it actually changes the pronunication of the word.
Effectively, it's the English equivalent of the Japanese using the Latin alphabet.

That's not the localizer's job. You're thinking of the translators. The localizers are the ones who have to then take the translation and rework it so that it fits cultural norms. 4kids, which created the Po-kay-mon pronunication you are complaining about, was notoriously REALLY heavy handed with it, and ruined multiple anime with absurd localizations that didn't make sense.

Yes, Latin America exists.
Northern Latin America's GDP is shy of Canada's, if you use the conservative estimates for NLA. They're not exactly very rich, nor worthwhile customers.
If you wanna include the South then things do change a bit, since their combined GDP is actually pretty good, but they typically get the scraps of North America so they'd inherit any weirdness, including incorrect pronunications on things that their languages should ABSOLUTELY let them pronounce normally.

No, pokémon is already english, there's no translation here, the localizers are the ones that should ensure everything already in english fits and works. A translator doesn't have to worry about voice actors respecting intended pronunciations of words already in their language, the localizers (which are some sort of quality control in this case) and dub director do.

Actually I brought that up because most Japanese to LatAm Spanish and Portuguese translations tend to use the English translations as a basis. This was just because it is much easier to find an English bilingual down there than a Japanese bilingual, and the market's typically considered too small to bother training someone as specialized as a Japanese bilingual.

The Pokémon name is used worldwide, it's not just a matter of copying the english localization, and latam does have its own pronunciations of Pokémon completely different from the english one so I really don't get what you are trying to say with this. Those are two completely different pronunciations different countries came up with independently and somehow both are fucked up.
