They already knew during the development of SV she would get a Mega. Same with Baxcalibur which is similarly underdesigned. All with the Mega in mind.

Her Mega is the final stage. She was designed with that in mind. SV and PL2 are both the same generation.

Mega are good as a "going beyond my limits" form, but a natrual evo is often be better.
