Ignoring GF's worldbuilding incompetence and tendency to retcon lore, Az had FIVE YEARS time to mention that there was another Ultimate Weapon 2: Electric Boogaloo hidden within a populated capital city. Why nobody found out about it beforehand is another mystery (assuming the government raided Team Flare which according to ZA was aware of Ange), but he could and should have made everyone aware of the threat, not just tell one corpo about it and call it a day.
