The higher rated Battle Towers have features that expanded/iterated on the Battle Tower formula.
With Hoenn's Battle Tower already having the record mixing functionality of its first iteration in R/S, this one had expanded sets that were not locked to the Hoenn Dex, allowed you to customize an apprentice player which could also be shared with record mixing, first allowed multis and even offline multis teams could be shared with record mixing, and had the final iteration of the easy chat system before global connectivity gutted it. This Battle Tower felt to be the most alive compared to others.
The DPPtHGSS tower introduced something really important to the series- the WiFi Tower. This allows you to go against people all over the world and makes this a unique blend of singleplayer/multiplayer.
BDSP's Tower has something similar where this is now replaced with the Master Class rooms. In addition to this, the teams you go against are not randomized and were crafted carefully, with synergy often times in mind.
Finally, the Battle Subway. It is a derivative clone of gen 4's Battle Tower in every way with the exception of the super rules being introduced. They didn't bother with triple battles or rotation battles, but they still have the WiFi train available to use.
Battle Maison lands at C tier which is my tier where I put things that are appreciated/are a good baseline because they correct the mistake of not having those formats and are generally good to play- but on a platform that could do what Hoenn's Battle Tower could do via StreetPass/SpotPass but it doesn't and by also having offline multis teams being based off of friend codes, it didn't feel iterative but instead added with new Pokémon and the forgotten previous modes and just as a requirement that fills a box.
