He's L now, and unironically isn't evil now. I have no idea where Sycamore is, but his 3 Kanto starters are there, so he's referenced. Volo gets his clothes in a museum.
Normies will probably try to hype you up that "Zygarde" is a returning character, too, but fuck so is the Kanto starters I guess.
My guess is they think XY was too long ago or not substantial enough to remember. Hell, I wouldn't even replay them leading up to the release of PLZA, and I own all 3 games.
