At first it seems like he wants to use the ultimate weapon because he believes it’s the only solution to the lack of resources, which is the origin of conflicts, but then if you read the stuff in the labs it sounds much more classist, like he’s just against poor people in general. Then there’s AZ, who is a key character, but he only appears three times and that’s it. I don’t think it’s something to throw away, but it’s so fragmented that it doesn’t make you feel like you’ve lived through the ending of a story. It stays open with many questions, but not because it was intentional, rather because the game itself just says too little.
