Arven made a voiceless cameo once. He just isn't important to the stories of the protagonists and the plot of SV has already happened in the anime. Geeta mentioned Area Zero was closed due to a recent incident, Briar had already seen a Terapagos there, Penny is already working as the league's technician etc.

He was stranded on a deserted island during the timeskip and had a sad puppy look with torn clothes and long disheveled hair which I'm sure made the fangirls wet themselves.
