I just see it as the old version of DLC. It's definitely stupid as fuck. Like if I was a dev at GF and I knew a third version was coming up, I wouldn't put BF in RS if it was going to be one of the main things that will put it apart from the base games. I need to make a reason for people to purchase the 3rd version somehow

The reason was money. A lot of those excluded cross gen pokemon were exclusive to certain gba games. You’d have to buy fire red, leaf green, ruby, and saphire to get them all. Then they could sell you Platinum later for even more cash. Then platinum wouldn’t have a few dp exclusive pokemon like glameow, mismagius or honchkrow in it to catch, so you’d still need to buy dp for something to create a money wringing ouraboros.

Having now looked through a list of cross-gen evos this actually makes so much sense it's kind of mind blowing. Most cross-gen evos locked behind the natdex are Kanto or Hoenn evolutions and even a few Johto evos were available in the post game of Emerald or FRLG.

Majority of the fanbase now are at the age where they only know the older games in the context of playing through them on an emulator or doing nuzlockes, not as their daily driver primary game.
I'm 30 and started with fucking 3rd Gen, and if I had gotten into it at a more appropriate time would have probably been gen 2, most users on this board are aged 16-24.
People won't understand the old games anymore, hell, people misunderstand what postgame means in the context of pokemon (it's not just story content / episodes placed after the credits that's for sure.)
