Yes, they came up with it for ZA but it makes sense because only AZ knew about it (in the past 2,000 years) and it was irrelevant until the climax of XY stirred it.

There were no real hints to Ange in previous games but they made a retcon that actually works very well with the established continuity. They explain the second button in the control room of Lysandre Labs which doesn't do anything and which Xerosic used to toy with you in XY was supposed to activate Ange, except Team Flare never found AZ's Floette so it didn't work.

It's a retcon in the sense that it's something that obviously wasn't originally planned. That's the original definition, anything added after the fact, retroactive continuity.
