The nidos are some of the only kanto mons to not receive any attention in nearly 30 years. I'm pretty sure nidoking and nidoqueen are the only two 3 stage kanto pokemon to not receive attention.

It's not that they hate them, it's that they simply haven't had any ideas worth using yet.
There's a few other Kanto mons who haven't received their dues either, namely Fearow, Arbok, Wigglytuff, Vileplume, Parasect, Venomoth, Golduck, Poliwrath, Dodrio, Dewgong, Cloyster, Hypno, Hitmonchan, Hitmonlee, Seaking, Omastar and Kabutops.
Jynx need not apply due to its shadowbanned status (though it WAS in the cards to receive a Mega), Ditto's too gimmicky to imagine it getting anything special, and the Eeveelutions are only permitted something under "all of them get something or no one gets anything" package rules, which also means those privileges have to be extended to any new Eeveelutions introduced after the fact..

These lines have at least received some some small amount of attention outside of gen 1. Most of the others you mentioned are some of the least popular Pokémon in the entire franchise. The nidoran family and Golduck are probably the only somewhat popular and usable pokemon that haven't gotten anything.

Not really, merging the Nidorans would've killed the marketability of the OG 150/151 branding by turning it into the OG 149/150.

That's just streamlining an evolution method because they got sick of having to remember to include area-specific criteria in every single region, especially when it meant players complained about how long it took to reach said area (such as in SM where you have to wait until the literal final island to evolve your Route 1 bug into its final form...)
The OG 151 is literally a merchandising brand in of itself, which shows it's a sacred number they can't go back on. It's far too late to retcon it without causing mass outrage.

Do you really need to try and protect, hypno, dewgong and seaking? As a closeted hypno fan, I'd be okay if they messed up his design to give him a variant that makes him like Darkrai but better.

they got sheer force in generation 5 which they can abuse the hell out of with gen 1 mon coverage and life orb having its recoil negated when used with moves getting their secondary effects negated by sheer force
