We know from the teraleaks that the release schedule was to have the base game last year, the DLC this year, and Gen 10 next year. The Switch 2 got pushed back from late last year to middle of this year, I'm not sure on why exactly, and that pushed ZA's release along to 2025 in turn.
The DLC was essentially a separate project, worked by mostly different people, a borderline silo structure working culture. Because of this, releasing ZA and the DLC all in one on release was never in the cards, also because money, for Japs are the Jews of Asia (Indians are the nigger equivalent, if you didn't already know).
GF had 2 choices, considering how far ahead everything was planned.
