The Parkour in this game is a leftover mechanic from when this was still Legends Johto. Originally the idea was you played as a ninja in ancient Johto and were climbing rooftops and such for espionage missions. The night time battle mechanic was similarly designed with the concept that other ninja would appear at night as well.
