Gladion is just an edgelord trying to hang with Team Skull, I'm pretty sure he's picking his own clothes and that leads to a vest with a wound motif, and the rest of his clothes are torn either because they were made that way and he thinks it's cool, or they got cut up while handling Type:Null. They don't especially resemble Buzzwole outside of colours.
Guzma seems purely coincidental, it's a black-and-white with gold accents colour scheme, and Guzma seems intent on repping Team Skull with the pattern on the pants evoking crossbones and his bling being their insignia. Though Lusamine may have also subtly supported his tastes, saying "that looks good on you" while being reminded of Xurkitree or whatever.
