they can just think of basic ideas, slap them in dialogue, and if they like the idea later down the line they can return to it and flesh it out. if the idea ends up substantially different from the tease they can just chalk it up to misinformed gossip.
it'll take literal centuries for pokemon to go far enough along to form an entire planet's worth of regions in any case, and if we were ever to reach that point I doubt they'd still care very much about maintaining perfect continuity.
