What a major letdown that it isn't a Flying-type Hyper Beam, like Frenzy Plant, BURASTO BAN, Hydro Cannon, Giga Impact and Rock Wrecker. It could even have made my bro Togekiss even more special.

Of course, Arceus has always been a demiurge who exists to offer a layer of comprehension to the beings of the Pokemon world so they don't go literally insane trying to realize the true nature of their reality as beings in a universe made to be a children's video game.
GameFreak have always loud and proud announced themselves the gods of the Pokemon world to the player, existing in plain sight among their creations in dedicated GameFreak rooms across generations (oftentimes in shared spaces like apartment complexes), always talking about aspects that directly attribute them as the gods of the world ("I made those things you saw!") and acknowledging the player directly rather than their character, something not even Arceus does.
