This is why they put an Oddish/Bellsprout in the route immediately north. Brock is a dumber wall because of the limitations of Gen I movesets. You literally can't beat him without spamming your Starter's Special attack, Butterfree or Mankey

What were you level 30? Pikachu's attack stat is shit and Onix's defense is literally its only good stat. You'd basically have to hope it just spams Screech and never uses Tackle

To punish you for not soloing with your starter, as was intended. Even Charmeleon can turn it around if you hold off on Misty to instead beat the rival fight, fight your way to Bill, head down to Vermilion, complete the SS Anne, and then clear out Route 11, making you overleveled enough to just Rage Spam or Slash Spam your way to an extremely easy win.
