BW2 basically implies he's mentally incapacitated after failing again, the only way they could really "redeem" him would be a prequel or sequel that reframes events to show he was actually doing some good

Have a scene in a school where a kid is being bullied, and then he sends out his Pokemon and has it attack all of the other kids.
Establish that this is a common occurrence in Unova and this is why Team Plasma advocates for citizens to not be allowed to own Pokemon.
Ghetsis was manipulating N and using him as a mouthpiece, but it was in the name of saving more lives.

Lysandre attempted genocide and Cyrus was literally going to destroy the entire universe. The latter got the "oh poor baby" treatment even if he never really realized the error of his ways and the former has been outright redeemed and become an ally of good.
