Can you naturally see every Pokemon in RBY singleplayer? It would be a neat reward to give access to an area that lets you catch duplicates of the one-off gifts. Starters, Eevee, fossils.

No. Pretty sure you'll miss out on the other fossil you didn't pick so there's two straight away. Plus some of the other version exclusives probably don't have random trainers use them.
