Maybe I'm reading too much onto this but do you think Nemona's parents learned of their home region's pokedex being developed by Clemont and hired him to invent the Rotomphone? Maybe Clemont is just living in Levincia by now, developing new phone models for Rotom to live in and that's why he's no longer a gym leader in Z-A.
