There's nothing untouchable about Ghetsis, he's an old man with one eye and one working arm.
Sure, he has a capsule containing a hydra of death and destruction in his pocket, but simply tackle and handcuff the fucker before he has a chance to unleash it and you're golden. Fuck, his Hydreigon canonically hates him, it'd probably be happy to just straight up kill the guy.

That's assuming there's enough police officers to take care of an organization on the scale of plasma. Most large cities are known for having understaffed underfunded police departments hence why crime lords often do business in places like NYC or LA with little concern

their pokemon do get stronger as you get stronger. but of course kids need to beat them, so they're usually giving shitmons, or rather evil mons that were purposely made to be shit. like liepard.in lore team plasma are pretty massive. the anime tried to show this but the earthquake happened, or some shit like that, and it fell apart.

You've never been meant to take Pokemon seriously at any point.
The literal only reason your adventure isn't kneecapped forever in Gen 1 is because the guards are such horribly negligent pieces of shit that they're willing to let an 11 year old walk into a city under lockdown due to a widespread yakuza/mafia invasion SOLELY because said kid bribed the guards with a water bottle.
