There are a couple of differences. For Pokemon, TPCi before Gen 4 held its own competitive tournaments with their own formats before deciding it was too much hassle.
TF2 got fucking shitcanned with a bunch of "competitive" rebalances because the autists of another game made them a shit ton of money, which made the game unfun for literally everyone. Also the GRU was an attempt to appease compfags by making Heavy viable in their format.

Funny because gen 8 and 9 killed stall. Regenerator is perfectly balanced in the current Smogon format, almost underwhelming even.
