Also my theory is that originally mewtwo was thought as the Evolution of mew. Think about it this way:
Pokemon codenames have a specific pattern associated with it. Let‘s say toad was the codename for bulbasaue, ivysaur was then toad2 and venusaur beeing toad3. Now think about mewtwo, it‘s mew and then mew2. It‘s pokedex entry in the og lists is as
>the outcome of year long cruel experimentsSo I feel like they found mew experimented around with it to make it stronger and suddenly it transformed into a new thing, which they took as evolution. So it is basically: the forced evolution of mew.
I think they changed it to giving birth as it was too cruel. It also explains why they never intended to have mew, because mewtwo is already mew. It also explains why mewtwo was too strong for them.
Regardless I still love the clone theory, think of ditto beeing the failured clones and take the movie as canon at this point.
