The cave entrance is open as soon as you get there.

Wellspring Cave = earliest location Drilbur can spawn (dust clouds).
No badges needed to enter.

4 You come back to Striaton to fight Gym Leader Cilan/Chili/Cress

This is after the cave is already accessible.
