There were also a bunch of starmie doing weird shit in ultra which is kind of funny with how mega starmie is allegedly trying to mimic/ supplant mankind. One of them was broadcasting signals with its gem. One of them was staring at its trainer, and the trainer thought it was a staring contest. You have to win by bringing a pokemon with tickle, and even after you win, it keeps staring. Then there’s the guy at the league who tells you his starmie taught him battle basics and love strategies. There’s even someone who says that if starmie are from the stars, they’re using humans and making them take care of them.

The eyes thing was originally a faulty Ditto who couldn't transform its face, for some reason they retconned it to every Ditto.

But in the games Dittos are still able to reproduce faces - perhaps because modeling a Ditto face for every pokémon and/or humans would be a painful job

Merchandising. Dittoface became an extremely lucrative form of merchandising, when they decided to drum up the concept in 2016-2017 to capitalize upon Gen 1 nostalgia, given how vogue it was due to a combination of GO and the 20th anniversary.
