I see it as >>58625419 post here. They probably didn't intend for it to be a legendary but rather a 600bst mon thats very powerful and very rare but back then basically only legends can have that kind of bst (or pseudo) hence why its categorized as such. A rare, onetime overworld find in a postgame area. These days we have paradoxes, ultra beasts and shit like archaludon so its not really a big deal anymore

It would have honestly made more sense as a pseudo-legendary if they wanted to make the thing a notable 600 BST Pokemon without just slapping the Legendary label onto it. We need more non-Dragon pseudos anyways.

I like the theory that it was intended to be the third stage of a second pseudo line for Sinnoh, which would have obviously helped with the dismal fire selection
It has too many weird qualities to not have had something going on, and gen 4 had other weird stuff like Rotom

A three stage fire-toad stage 2nd pseudo line would've been really cool. Hoenn always felt out of place with it's two pseudo lines. But I do really like the flavor of heatran being catchable as a surprise exploration reward in stark mountain. I guess they've could've design an actual legendary if Heatran was a pseudo line instead. Like a diancie equivalent

It was coded like shit because it was their first time working on brand new hardware in general, the DS isn't anything like the GBA and tons of games were a lot less optimal or barely ran on the damn thing. Compare Partners in Time to Bowser's Inside Story. One was a much slower, tedious game that treated the system more like a two-screen Game Boy than what the DS was really known for
