going off of primarily abilities alone since there aren't any moves that benefit from sand besides shore up, and excluding mons that clearly have much better abilities to run
steel has no sand setters and exactly 3 abusers, but only one of which matters (excadrill; the other two are mega steelix and alolan dugtrio)
ground has 2 setters (hippowdon, sandaconda) and a bunch of abusers (sandslash, excadrill, palossand, mega steelix, alolan dugtrio, mega garchomp)
rock has 2 setters (tyranitar and gigalith) and somehow only one abuser that isn't really better off running anything else (lycanroc)
for non-ground/rock/steel sand abusers there's

>stoutland
>houndstone
all ground/rock/steel types i didn't mention either want to be used under a different weather or don't really care about what weather they're under besides not being chipped by sandstorm
