The west getting an int. Red and int. Blue are based on Japanese Blue, which is the actual 3rd version for gen 1, which fixed a lot of the Japanese Red/Green bugs.
The int. red/blue versions are simply some hacked together variant of japanese Blue, except they brought back the different encounter tables, so they could turn one JPN Blue version into two INT Red/Blue versions.
The west never really got the initial gen 1 versions, we ONLY every got the 3rd version - split into two (like USUM for gen 7) - and the 4th special pikachu version.
