>>58628397I don't think GF really considers Heatran as a legendary. Yes, it was a one-off in its debut gen, but so was Rotom and nobody considers it a legendary. It being able to be male or female, instead of genderless or at least locked to a specific gender, would strongly indicate it's not meant to be a singular being and likely wasn't originally designed as a one-off encounter.
