Even if it were, you retroactively applied Fairy to Whitney when her design and typing in question was never "Fairy Themed" in the first place, or color coded to be Fairy themed.
You also have to remember that originally Psychic was Yellow, not Pink, hence why Saffron is well Saffron. Even then we can look at a variety of other trainers. Look at Tate/Liza, the only pink they have is two tiny stars on Liza's outfit.
Regardless the point wasn't that Gym Leaders and trainers aren't color coded, because largely they are, it's just not usually their hair.
