Gen 2 story:
>Attempting to rebuild team Rocket in a big way, remaining members sell rage candy bars and slowpoke tails to fund their
research of using radio frequencies to make Pokemon aggressive and powerful. Once their test create the red Gyarados,
they takeover the largest radio tower in Johto not only to catch the attention of Giovanni, but to also to spread said radio signal.
>Lance actually helps the player handle team Rocket at their headquarters; illustrating his strength as champion.
It isn't the best story in the series (and I know that people don't play Pokemon for story) but compared to others:
Gen 1 story:
>Half the things team rocket do aren't even evil: "Oh no! they run a casino and sell off fossils they found in a public landmark. aaaaaah..."
>They attend the Pokemon tower for....reasons? Fugi doesn't even consider them a threat. They then take over Silph co to obtain the masterball for...money? You beat Giovanni and rule of 3 dictates he's done now.
Or gen 4 story:
>Cyrus is about to reset the entire world: He has summoned the gods of time and space to do so.
>Champion Cynthia shows up and comes face to face with Cyrus...only to leave the battle for the world to an unproven 10 year old who doesn't even have 8 badges.
Or gen 8:
>Rose takes Leon up to his tower to discuss the "darkest day" calamity. This is done in secret to avoid a panic.Tells him they have 100 years to stop it.
>Leon doesn't even fully turn him down: saying they should finish the tournament tomorrow, heal up immidiatly and take care of it after.
>Rose broadcasts the darkest day that he caused on live TV, creating a panic and is suprised that he couldn't handle it without the regions strongest trainer after all.
