I think the real problem is that wild Pokemon and trainers are underleveled, but then boss fights and story encounters have level spikes. it's so uneven. it makes it a pain to grind for the level spikes because all the available encounters give no exp. it's simultaneously underleveled AND overleveled.

Because enemies are low level in Johto

Enemies are still low level in Kanto, if you don't use rematches.

He ruins Johto because they tried to "balance" Johto's lategame as a consistent midgame to keep you out of the dangerous Blackthorne instead of letting you naturally just go to the final town and actually get to explore the route below instead of just flying back to New Bark

After Ecruteak they wanted the ability to go whichever way you want, despite 95% of people going toward Olivine. That means everything around Mahogany is balanced accordingly and not for your level 30+ Pokemon after beating Jasmine. It also means that everything after Mahogany just takes a huge jump in levels where the only thing you have to train on is level 20 wild Pokemon
tl;dr a railroaded experience with intent is more engaging than a half assed open experience
