Lapras there connected with the kanto birds because who cares the movie gets it and we don't have another set of legendaries to use, ho-oh there for basically the same reason with only slightly more justification, psuedos and gyarados inexplicably sharing a space with unaffiliated legendaries, deoxys being on a ring with the cute mythicals because it's a mythical fuck it put it with the other mythicals, nothing matters
It would look completely different today, but that era of pokemon no longer exists and leadership at the company is entirely different
