According to TPC's product approval guide, depicting the food chain is forbidden. They don't want to show characters or Pokemon eating anything explicitly animal (or in this case, Pokemon)-based.

In Gen 7, they had no problem saying that the omelette was made from a Chansey egg, and the cheese on the pizza came from a Miltank, since those things can be acquired without hurting/killing the Pokemon, but they called the steak "Take Down Steak" to "censor" the fact that it's obviously Tauros meat

I think this is mostly due to a razor thin animation budget since it's not consistent. Part of me wants to think it's to sterilize the content for superstitious backwaters but that also doesn't add up.

I mean, the pokedex entries also allude to pokemon predating other pokemon, it's just everything else outside of the games that has to follow those rules.
The games themselves are the least important aspect of the franchise.
