I think that war was supposed to be the gulf war or past wars and since the series developed there own world later on and instead of being the real world

I.e the fish in the anime and kanto being named after the same region in Japan

I just find it funny that Surge is a result of American influence due to the US still occupying Japan after WW2. Surge is the Japanese stereotype of the weird white american dude who was in the military but still decided to stay in Japan and live there.

It's hard to imagine any kind of war happening in recent times in current Pokemon lore. The world has expanded but has barely gotten any more fleshed out.
Surge is still pretty much the only indication of any kind of military even existing anywhere.
