Not sure why they are so averse to revisit cut content. there was a clear design goal with Wartortle that was completely abandoned.
Would make for a great X mega.

Alternatively, i'd love if they introduced a system (like a key item, not hold item) that allowed for starter's middle stage could inherent the stats of the evolution without evolving.

It's so obvious Haunter was made as a way to bridge the gap between Gastly and Gengar, who were made early on as entirely unrelated Capumon. Ends up as the strongest design between them too.
The middle stages of the Kanto trade evo lines tend to be the best designed ones, the final stages lose the cool details they had (Kadabra's lightning bolts and tails, Machoke's red accents) and end up looking more bland.
