Five pokemon almost all level 60, when the Gym leaders of the region don't even have four pokemon over 50.
I'm guessing she didn't raise them herself, but being able to control them at her age is still pretty amazing. My guess is that her bond with her Tinkaton is the foundation to her strength, because with it she was able to control Corviknight via a pure and simple display of force thanks to Tinkaton's natural predatory instincts, and all her other pokemon learned to respect her and follow her commands.
