Mostly because Pokemon's movement speed seems to have been a complete after thought.
Some mons are so viable simply because their movement speed is insane and their biggest threats are special attackers whi will always miss. Running away is a very perverse method of play, same with iframes from switching.

The main culprit of how slow the movement feels I think is the tank controls they have where they change directions to orient themselves where they're headed before they actually move

And also that if they're far from you and you give a command, they'll run back to you before attacking
There just needs to mainly be a tweak to how repositioning works

Personally I'd do it with a toggle where they follow you but can switch it so your character doesn't run but there's a point on the ground you can tell the mon to reposition to
Sort of a point and click movement

And still run light years ahead of 2006-era games, as they were locked to just 30 FPS (60 wasn't a common offering until after the 2010's started).
Amazing how when you little drips want to cry over graphics, you actually misunderstand what historical eras were actually like (never mind the greater density of geometric shapes comprising pokémon in even S1 games far outstripping the average number per asset in 2006, let alone objects pertinent to the plot of gameplay back then either). Probably shouldn't have ate it up with a spoon with all the other retard pre-teens with no standards, then it might have digimoned and they might have needed to TRY and court adults to keep them alive.
