Her BMI is still too low to be a Fairy type, which is why she gets the type upon Mega Evolving.

I agree from a competitive perspective since she's outclassed by Chansey and Blissey on multiplayer but she was designed to help the player farm experience on the single player campaign and giving her a secondary type makes it harder to accomplish
