You made me curious.
The long and short of it is: Sorta. He is firmly restricted to Smogon Ubers from Gen 1-3, alongside Mew. (Mew actually keeps being Uber in Gen 4, only dropping in Gen 5. Jack of all trades stat lost out to more specialized Pokemon.)
