Lucario and Tepig are both obstinant, but you don't have to drag them far.
Basically the cluster of 4 spawns can't spawn duplicates so you get one Tepig, Hippowdon, Lucario, anf Charmander.
You're moving the others away from Charmander so they don't despawn but Mander does.
Also of note is the behavior of Charmander's spawn in this setup doesn't follow the conventional 50m/70m wisdom. I only had to travel 11m~ to spawn and despawn rather than 20m.
