Accuracy needs to exist since way too many moves would be too broken without the chance to miss. They can make new drawbacks, sure, but lower accuracy on say Fire Blast makes more sense than giving it recoil.
Though Evasion should go and most 90% accurate moves need to be 100% accurate.

So are you talking about competitive or not? The difference between fire blast and flamethrower is 20 base power and that can b the difference for a OHKO and a 2HKO for a lot of pokemon.

100% accurate Fire Blast, Hydro Pump, Stone Edge, HJK, Focus Blast, Thunder, Blizzard, Hurricane, Power Whip, Triple Axel, Megahorn, Hypnosis, Sing, Dark Void, Zap Cannon, Inferno, Dynamic Punch, Sheer Cold, Fissure, Dragon Rush, Iron Tail, Will-o-wisp, Magma Storm, Mega Kick, Pyro Ball, Precipice Blades, Origin Pulse, Seed Flare, etc.
All these moves are balanced by having less than 100% accuracy.
Hell, increasing Hyponsis’s accuracy happened in Gen 4, then was immediately reverted in the same Gen because 70% accurate sleep found on tons of Pokemon is really broken.

Even if they don’t OHKO, that’s still more free damage. About 22% more damage so even more than a free charcoal in case of Fire Blast vs Flamethrower. That extra 22% can easily mean the difference between a wall being able to switch in again and heal or not. Flamethrower would be 55% and Fire Blast does 67%. Significantly less breathing room for that Pokemon to switch in again.

That shit is almost never happening.
The very intrinsic fluctuation of 85-100% damage offsets more damage rolls than 20 points of base power.
Majority of the time your fire blast will be landing on a Kyogre or an incineroar and HP EV investment alone can render the risk of that roll useless.
This scenario is statistically so low % in nobody EVER uses fire blast.

First they'd need to remove 100+ BP moves. Hydro Pump should never be a guaranteed hit. Stone Edge would need to be debuffed to about where Power Gem is. Dynamic Punch would need to be erased entirely.

I've never seen Flamethrower used in competitive whenever Fire Blast was an option. Even Hydro Pump with 80 accuracy is used over Surf. The damage boost is far more valuable than whatever it loses in accuracy.

If Flamethrower would have done 99%-82%, Fire Blast would OHKO.
If Flamethrower would have done 49%-41%, Fire Blast would 2HKO.
Damage thresholds scenarios like those are extremely common and determine if you lose a Pokemon or not. They determine how often your Pokemon is able to switch back. They determine how much chip damage you need to do in order to score a KO prior.
