You are basically immune from law, do any crime as you like without consequences as long as you can win any Pokemon battles
>A rapist wants to rape a woman.>"lady, I'll rape you and nobody will help you">"but first, let's have a Pokemon battle. Arceus said so">"darn, I lost. I can't rape you. I'll hand over myself to the Police">A burglar get spotted by a police constable>"Freeze, you are under arrest">"Before that, we need to do a Pokemon battle">"Inspector, the burglar escaped because I lost a battle against him">"Inspector, I'll chase him to fight him again & again until I win the battle, only then I can finally proceed to arrest him"Instead of having debate of wits, or even more classic gun/fencing duel, in Pokemon those fights are replaced by Pokemon battle.
Speaking of Pokemon trainers. Gym leaders are defacto City leaders. They hold the highest authority in their represented Cities regarding every matters related on Pokemon, on equal position & peerage with City Majors.
Pokemon league is comparable to center government of a region, and Elite Fours are comparable to ministers.
Pokemon Champion is practically a head of state & government of a region.
