I started teleporting twice (once away from my target, then onto another teleport to put me the other side of the map from my target, before teleporting back to where I started). It must be a distance thing, in other city street HS areas (for want of a better description), it will teleport me away far enough to re-roll, but in some, I just don't think they work.
