Magnemite and Probopass you can write it off as them using Magnet Rise but for other stuff like Porygon and Duskull my headcanon has always been they're capable of levitation but they cannot maintain it for long or cannot float high enough to avoid Ground-type attacks, while Flying Pokemon and those with Levitate can actually stay out of harm's reach
