How the fuck do regional evolution and forms work in ZA? Can scyther evolve into kleavor or is this fucker still extinct? can alolan raichu mega evolve or is GF now pretending that regional forms aren’t the same specie as the originals?

This is completely pointless. Poison is a worthless status in doubles. It doesn't actually do anything worthwhile unlike sleep/burn/paralysis.

Unless a Pokemon's base form is regional, you can't evolve a mon into their regional counterparts, even if you were to take that mon to a Hyperspace pocket that's currently populated by the regional form it can evolve into.
Kleavor isn't a regional however, Black Augurite is natively obtainable in 4-star or 5-star Hyperspace as a rare drop from floating Poke Balls so you're able to evolve Scyther into Kleavor.

Glimmora's main niche is doubles is poisoning both Pokemon for Stall teams. Even if it's not the best status. it's still a status that punishes protect/hitting protect, and messes with the opponent's defensive EV spreads that assumed they'd survive 1 or 2 hits with healthy Pokemon.
