There are still plenty of good-looking new megas like Meganium, Emboar, Froslass, Drampa and Scolipede. Plus Flygon is very popular. They wouldn’t dare ruin its mega, which is exactly they still haven’t given it one.

We literally have leaked company documents from GF telling artists to change their pokemon designs in order to avoid copyright infringements and have had potential pokemon evolutions be canned because of fanart. Large studios employ many artists, designs pass through many hands, and someone could have seen fan art unintentionally. Companies can't watch their employees when they are not at work, so it's not impossible for someone to accidently see some fan art while browsing the internet at home.
