The rotom devices are built in such a way the rotom can't use attacks while it's inside them. The regular appliances dont have that measure so rotom can make a fridge use Blizzard.

Since Rotom Dex has been stated to be a pure Electric type with no combat capabilities, the same probably applies to the others. Only the household appliance forms can fight.

Basically if it can still use moves and abilities then it is considered a battle form. Otherwise it is no different than an animal trapped inside of a car. Why there are some appliances that can be used in battle and some can't is a mystery.
