Even if you had entire breeding mills, it wouldn't be enough to keep up with the demands of billions of people worldwide who want Rotom not only in their phones, but also their travel gear, appliances, and everything else someone could want a Rotom in so it could be the Pokemon equivalent of a smart device.

If I were writing this shit, I would imply that 'Rotom Phones' don't have actual Rotom in them, they're just styled after them. Like, maybe Rotom is the mascot for a particularly powerful tech company (Silph? I dunno) or something.
