Typhlosion and Feraligatr were pretty balanced in Gen 2. Typhlosion got Thunderpunch and STAB that it could actually use, while Feraligatr got the classic Water+Ice coverage in exchange for only really having Normal moves on its main attacking stat. Yeah, it's lame as fuck that Typhlosion just got Charizard's stats, but those stats are pretty good for what Typhlosion is supposed to be doing.
Meganium has good stats for tanky support, it's just that the single-player campaign really doesn't reward that sort of play-style. You're almost always better off just raising a bunch of offensive Mon with good type coverage.
